The section of Queen's Drive that has been closed for several days will reopen soon, according to East Devon District Council.
The road between the lifeboat station and Orcombe Point has been closed to traffic since Storm Isha hit Exmouth on January 21, depositing a lot of sand on the carriageway.
Vehicles have been unable to use Foxholes Car Park because of the closure.
On Monday a spokesperson for East Devon District Council said: "East Devon District Council are working in partnership with Devon County Council to clear the sand on Queen's Drive and the road is expected to reopen within the next few days."
The council said earlier that money from the Government's Storm Recovery Fund would be used to return the sand to the beach.
