The slipway by Exmouth's Coastwatch Tower is now closed due to damage from Storm Kathleen.
The council is now asking people to use the Carlton Hill Slipway or the slipway by Sideshore instead. Members of the public are advised to keep off the slipway until repairs are complete.
NCI's Coastwatch House had its foundations washed away in the storm. The building is now unsafe and has been evacuated.
According to the watch manager the building is 'likely to be condemned'.
A spokesman for EDDC said: "Following the storms, there is currently a drop down to the beach from Carlton Hill Slipway, so please use this area with caution.
"You may see East Devon District Council's contractors or the RNLI using the closed slipway, as they have permission from the council. Members of the public are advised to not use the area. We will provide further updates."
The drainage soakaways on Exmouth Beach have also been exposed, with one being completely uncovered.
EDDC are urging people to stay away from these soakaways at the base of Carlton Hill Slipway.
A spokesman added: "These drainage soakaways belong to Devon County Council. East Devon District Council are working with colleagues from Devon County Council to assess the damage and to plan repair work.
"They are not connected to the sewer system, as they are a road drainage soakaway.
"In the meantime, please stay clear from the area."
