Officers are appealing for witnesses following a report of a man indecently exposing himself on Exeter Quay on Saturday.
Police were called at around 1.30pm on July 13 to reports that a man had exposed himself to a family outside a Co-op store on Haven Road, Exeter.
A spokesman for Devon and Cornwall Police said: "Officers are keen to hear from witnesses, specifically the couple with a small child who reported this incident to staff at Co-op.
"Please contact Police via 101, quoting crime reference number 50240173642."
